What Is NEET 2026 State Wise Counselling?

Every year, MBBS seats in India fall into two main pools. First, there is the 15% All India Quota (AIQ), which the Medical Counselling Committee (MCC) manages at mcc.nic.in. Second, each state’s own counselling authority manages the 85% State Quota independently.

State quota admissions follow a completely different set of rules. Only candidates with a valid domicile certificate for that state can apply for state quota seats. Moreover, your state rank — not your All India Rank — determines your position in state quota counselling.

As a result, state quota cut-offs are generally 50 to 60 marks lower than AIQ cut-offs. In other words, you can often secure a government MBBS seat through state counselling with a score that would not qualify you for AIQ.

AIQ vs State Quota: Which One Should You Focus On?

Both tracks are important. However, understanding the difference helps you build a smarter strategy.

For AIQ seats, a General category candidate typically needs 610 to 680+ marks to get a good government MBBS seat. Top government colleges under AIQ often require 680 to 705+ marks.

For state quota seats, the expected cut-off range for 2026 falls between 450 and 630 marks, depending on the state, category, and competition level. Consequently, state quota becomes your strongest opportunity — especially if your score falls in the 500 to 600 range.

Furthermore, you must register for both MCC counselling and your state counselling independently. One registration does not cover the other.

  • Total MBBS seats: 1,29,805 across 824 medical colleges

Maharashtra — Highest Government Seats in India

Maharashtra leads with approximately 6,025 government MBBS seats. Additionally, it offers around 10,145 MBBS seats under the 85% state quota across government medical colleges managed by DMER Maharashtra.

The expected cut-off for top colleges like Seth GS Medical College, Mumbai is around 600 marks for the General category. However, mid-range government colleges in Maharashtra are accessible with scores around 500 to 550 marks.

Best for: Students with 500+ marks who want a large pool of college options.


Karnataka — Most Private MBBS Seats in India

Karnataka holds the highest number of private MBBS seats of any state — approximately 7,000 seats — making it the go-to destination for students who miss government cut-offs but can manage private college fees.

KEA conducts Karnataka state quota counselling for the 85% state quota seats, while MCC handles the 15% AIQ seats separately. Furthermore, Karnataka is an open state, which means students from other states can apply for private college seats here.

Best for: Students with 400 to 550 marks targeting private MBBS seats.


Uttar Pradesh — Largest Number of Government Colleges

Uttar Pradesh tops the list with 5,925 government MBBS seats across 51 government medical colleges. In addition, it offers more than 7,000 private MBBS seats.

Similarly to Karnataka, UP is an open state for private colleges. Therefore, non-domicile students can participate in UP state counselling and apply for private medical college seats.

Best for: Students targeting private MBBS outside their home state, or UP domicile students with 500+ marks.


Tamil Nadu — Strong for Mid-Range Scores

In Tamil Nadu, the expected NEET 2026 cut-off for General category students is 600 to 610 marks. Meanwhile, the OBC category cut-off is expected around 560 to 570 marks.

Tamil Nadu offers a large seat pool — 5,450 government seats and 7,600 private seats. Additionally, it follows its own unique reservation system, which significantly benefits OBC candidates.

Best for: OBC category students with 550+ marks, and General category students with 600+ marks.


Rajasthan — Good Option for Mid-Range Scores

Rajasthan expects a General category cut-off of 540+ marks, which is considered a safe range for government MBBS seats. Specifically, candidates targeting SMS Medical College Jaipur should aim for 585 to 590 marks.

Rajasthan offers approximately 4,631 government MBBS seats and around 2,700 private seats. Moreover, it is one of the few states that provides NRI quota seats in government colleges.

Best for: General category students with 540 to 580 marks aiming for government MBBS seats.


Delhi — Most Competitive State Quota in India

Delhi offers very few private seats — only approximately 200. As a result, Delhi-domicile students face some of the fiercest competition for government college berths in the country.

Consequently, Delhi state quota cut-offs rank among the highest in India. Therefore, students from Delhi should seriously build an AIQ strategy alongside their state counselling plan.

Best for: Delhi-domicile students with 650+ marks only.


Northeast and Smaller States — Lower Competition, Stricter Domicile Rules

For smaller states and northeastern states, the cut-off is sometimes lower. However, domicile rules here are stricter than in most other states.

States like Assam, Meghalaya, Himachal Pradesh, and Jammu and Kashmir tend to have lower competition. Nevertheless, you must hold a valid domicile certificate for that state to participate. Without one, these states remain out of reach for state quota seats.

Step 1 — Start with your home state counselling. Your state rank is calculated only among domicile candidates, so this is your strongest track.

Step 2 — Register for MCC AIQ counselling as well. Both tracks run simultaneously, so missing one means losing potential seats.

Step 3 — Explore open states if you are flexible. Karnataka, UP, and Maharashtra accept non-domicile candidates for private college seats.

Step 4 — Fill at least 15 to 20 college choices. Never stop at 5 or 6 — the more choices you fill, the higher your chances in every round.

Step 5 — Stay active in mop-up and stray vacancy rounds. Many better seats open in later rounds because students upgrade or withdraw.
